Problem Definition
A team of developers is set as reviewers of pull requests, but on some cases they would be committers of those Pull Request as well, which causes them to be both the contributor and the reviewer of the PR.

Suggested Solution
A feature which would read all of the committers of the Pull request and block those users from being able to approve this specific PR.

In a scenario, where a team of 10 developers, 4 worked on a PR, but all of them are set as reviewers, the idea is for only those other 6 which didn't contributed to the pull request to be able to approve/review this specific PR.

At this moment, nothing blocks the users that is set as a default reviewer and perform a commit on a PR, to be able to approve and merge the PR.
