We have a use case for black projects that we would like to disable indexing for.  This is not similar to BSERV-9722 or BSERV-10071 as those are for searching and excluding, we don't want certain projects showing up at all.  This impacts engineers working on these projects from assisting engineers not working on these projects when looking up code.
