Issue Summary
Times of commits on the pull request overview page fluctuate depending on whether or not the client is in daylight savings. In all other sections of Bitbucket, the time remains consistent regardless of the state of daylight savings.

Pull request overview:
Commit overview (correct time):
Steps to Reproduce
- Open up a pull request's overview with a commit made in the same DST period (Ex: http://mybitbucketinstance.com:7990/projects/TEST/repos/test/pull-requests/#/overview)
- Hover over the date and observe/record the time displayed
- Replicate a DST change either naturally by waiting or through modifying your client and Bitbucket server's timezone
- Reload the page
Expected Results
The date should be rendered in the TZ offset that was in effect at the date and should remain constant irrespective of any daylight saving changes on the client or the server.
Actual Results
The date instead is being adjusted depending on if the client is in DST at time of rendering the page, which is inconsistent with all other time fields within Bitbucket
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
