A new "user access" role would be very usefull

There are a lot off differences between Admin user access and Write user access.

It would be great if there could be another user access role that only could allow the user to create repository and assign people to them.

I ask this because we have a lot of admin projects with no much knowledge about Bitbucket and from time to time they contact us ( we are supporting Bitbucket on our company ) to fix any issue they have provoked for missconfiguring the project accidentally. 

For those users that act in this way it would be great assigning them this new user role I`m referring.
