Forks with fork syncing enabled ignore searchplugin.search.codesearch.indexing.exclude setting

Forks with ref syncing enabled are currently ignored by most searchplugin.search.codesearch.indexing.exclude settings: all-forks, personal-forks and synced-forks (only undiverged-forks works correctly).

Unfortunately, fork syncing is enabled by default.
