Add REST API endpoint to search for commit details using the commit ID only

Problem Definition

Currently, Bitbucket does not offer the option to search project and repository information for a given commit using the REST APIs.

Suggested Solution

Have a generic endpoint that allows you to search for commit information including project and repository that the commit belongs to by just using the commit ID.
