Cannot retrieve code insight annotations if the target branch has copied a file since the source branch was created

Steps to reproduce

• Create a branch some-branch from master
• Push some commits to some-branch
• Make a copy of any file in master and push the commits
• Make a pull request from some-branch to master and add some code insight annotations
• View the annotations

Expected result

Annotations can be viewed

Actual result

Request to retrieve annotations returns a 500 error code, and the annotations for any report and any file cannot be viewed on this pull request.
