Equalize build-status API between Server and Cloud versions

      Currently Bitbucket Server (5.14) API  provides the build statuses: SUCCESSFUL, FAILED and INPROGRESS.  The Cloud API v2 version however supports additional STOPPED status.

      It would be good to have the same functionality on both versions so that the plugins using the API do not have to differentiate between Bitbucket version.

      This is also related to BSERV-3857 and BSERV-9410 but I don't have permissions to edit issue links.
