[BSERV-11164] The startup dialog mentions "https://confluence.atlassian.com/display/BitbucketServerKB/Troubleshooting+Installation" which has been changed and results in a "Page Not Found"

Problem

When starting Bitbucket Server using the startup script, the following dialog is displayed:

Starting Bitbucket webapp at http://localhost:7990\\ The Bitbucket webapp has been started.

If you cannot access Bitbucket within 3 minutes, or encounter other issues, check the troubleshooting guide at:
https://confluence.atlassian.com/display/BitbucketServerKB/Troubleshooting+Installation

Update the appropriate scripts, eg _start-webapp.bat, _start-webapp.sh with the correct URL
