The REST API for commit comments allows creating comments without an anchor (https://docs.atlassian.com/bitbucket-server/rest/5.3.3/bitbucket-rest.html#idm139015434965472)
However, there is no way to get these created comments (the REST API for GET requires a path to be provided) and there is no place in the UI to show the comments.
