Reactivated users are not re-granted PROJECT_ADMIN to their personal project

Summary

When a user is deactivated and later reactivated, their permissions to their personal project may be lost and not recreated

Steps to Reproduce

1. Have an active user with a personal project
2. Deactivate that user
3. Some time later, reactivate the user

Expected Results

Reactivated user continues to have admin permissions on their personal project

Actual Results

The user does not have permissions to their personal project. Actions such as attempting to fork a repo result in the error “You are not permitted to access this resource”
