Bitbucket should be able to block IPs and ranges from being accessed via the Webhooks feature. This will allow administrators to set a global blacklist for all webhooks configured in the instance. 

This should only affect the integrated webhooks features. Any plugins that publish their own web requests will not be affected by changing/updating the blacklist.

The blacklist should be configurable via the bitbucket.properties file
