At the moment, users are asked to stop the Bitbucket service manually before an upgrade on Windows. However, the installer does not verify if the service is actually stopped. If an user forgets to stop the service, then the installer deletes it and does not create a new one, so the system becomes corrupted.

It would be safer if installer verified the state of the service and/or stopped it automatically.
