It would be very useful to be able to include people in a Pull Request (PR) as a watcher.  The person is included for their benefit so they are informed of the changes but are not expected to participate as a reviewer.  Additionally, just as automatic reviewers can be specified in Workzone Settings, so should we be able to specify automatic watchers.  Lastly, the watchers would be listed in PR, separately from reviewers (as watchers can be listed in JIRA).
