      Problem Definition

      Currently any user can create webhooks via their personal repositories and repository admins can create webhooks for the repositories they administer. This can lead to users creating unexpected webhooks.

      Suggested Solution

      Provide a feature to allow customers to disable webhooks completely, either via the add-on or via a property.

      Workaround

      There is no workaround.
