Ability to mark individual comments as defects in a review

      It would be great if it were possible to mark individual comments as defects as it is possible in Crucible, and to be able to classify them (https://confluence.atlassian.com/crucible/flagging-defects-298977449.html).

      If enabled, merging a PR should not be prevented by open non-defect comments.
