As an Admin, I would like to be able to export Projects, Pull Requests, and other meta-data from one Bitbucket Server instance, and import it into another.

Problem Definition

Currently there is no way to "merge" 1 instance to another.

Suggested Solution

Implement an "Export/Import" feature that will export repository metadata from the database such as Projects, Pull Requests, Comments in a format that can be safely imported into another instance.

Why this is important

This is important for enterprise customers who want to consolidate multiple instances (from acquisitions, or multiple pilot projects moving into single enterprise instance).

This would also provide enterprise customers flexibility when re-orgs occur and instances need to be separated to handle changes in policies/management.
