Issues on the master repo have become increasingly clogged with worthless "+1" posts when users should just be using the vote feature instead of posting useless and disruptive comments. https://bitbucket.org/site/master/issue/2323/create-a-way-to-group-repositories is a prime example of this.

I'd like to suggest that issue comments beginning with '+1' be rejected and a message delivered to the user that they should use the "Vote" feature at the top of the issue unless they have something substantial to contribute to the conversation.
