In my opinion any private repository that has been forked should inherit the administrators forcefully so that administrators can always manage the visibility of any private forks. This would be similar to the "can't ever become public" attribute that they have.

I really hate this at my company, and I know another company that wants to switch their development team to bb, but won't because of this restriction.
