Problem Statement:
Currently, Bitbucket Cloud lacks a native merge check to enforce that a Rovo Dev AI code review has been performed before a pull request can be merged. While workarounds like the "No changes are requested" check exist, they only block merges if Rovo Dev actively flags an issue; they do not guarantee that a review was actually triggered or completed by rovo dev. Without a native enforcement mechanism, pull requests can be merged before the AI safety net has had a chance to run.

The request here is to add a native merge check in Bitbucket, "Require Rovo Dev code review", that can be toggled and enforced similar to other premium merge checks.
