Summary:
Provide detailed, granular reporting for Bitbucket Package Network usage within the Atlassian Admin billing UI, including breakdowns by repository, package, branch, and specific build/user.

Problem Statement:
Currently, Bitbucket Cloud customers only have access to a top-level aggregate of "Package Network" usage in the Billing section of Atlassian Admin. When usage spikes or costs unexpectedly increase, administrators have no way to identify the source of the traffic.

Because internal traffic is billed differently than external downloads, the lack of visibility makes it impossible to:

1. Audit which external systems or local environments are pulling packages.
2. Identify repositories or specific builds that are driving up costs.
3. Correlate billing spikes with specific development activities or deployments.
