Issue Summary
During a Bitbucket lab customers were asked to create repositories on a Bitbucket Cloud site: https://bitbucket.org/one-atlas-ddcp/workspace/repositories/
A customer tried to create a repo and it failed with a 404.
When the customer tried to create it again the site said the repo already existed.
When the customer went to view all repositories and search for it, the repo was not present.
We tried to create and delete and re-create repos a couple of times, and could intermittently trigger the behaviour.
Steps to Reproduce
Create a repo, get a 404
Try to create the repo again
This bug is intermittent

Expected Results
Creating a repo will work properly and not produce a 404
Deleting the repo will delete the repo
Re-creating a repo with the name of a recently deleted repo will work
Actual Results
In this case the customer was not able to create a new repo with the same name as a deleted repo
Workaround
Here is a loom of the bug along with an explanation. This happened to more than one person during the lab.
