Currently, if a Bitbucket workspace has an Annual plan with user limitation, admins can add users until the seat count surpasses the license limit, causing the workspace to go into read-only, which could cause outages.

This request is to add safe-rails with notifications when the user count is near the limit or when admins are about to add a user that would go over the license limit.
