Allow admins to be notified when build minutes are close to the plan limit and to cap build minute usage to avoid automatic overage charges.

      Admins currently have limited control and visibility to proactively manage build minute consumption. When build minutes exceed the allocated plan, automated charges can be triggered without sufficient early warning or protective controls.

      This feature request proposes:

      1. Threshold-based notifications
        • Configurable alert thresholds (e.g. 70%, 85%, 95% of monthly build minutes).
      2. Usage limiting / capping controls
        • Admin-configurable hard or soft caps on build minute usage for the billing period:
