The branch restrictions page appears empty, and no restrictions are shown.

Steps to Reproduce

1. Navigate to the branch restrictions page for a repository
2. Observe that the page is empty and no restrictions are displayed.

Expected Results

1. Branch restrictions should be visible on the page, and users should be able to manage or view existing restrictions as normal.

Actual Results

1. The branch restrictions page is empty, and no restrictions are shown. Users are unable to merge pull requests due to this issue.

Workaround
