Currently, admins can only enforce signed commits per repository this is not scalable for large teams with multiple projects. 

Ask

•  ** Allow Admins ** to configure enforcement requirement for signed commits at a Project level (this subsequently enforces it for every repository within that project)
• Allow Admins to configure enforcement for signed commits at a Workspace level (this subsequently enforces it for every repository within the workspace)

Implement clear UI indication why a lower level Admin cannot change the setting and if the setting is disabled at a Workspace level, Bitbucket should not longer block any push that contains unsigned commits.
