Issue Summary

Applying code suggestion on Pull Request incorrect update the unicode characters in the same file.

The issue happens intermittently.

Steps to Reproduce

1. Apply a code suggestion in a file 
2. Make sure the same file has a unicode character in some other place (not part of the code suggestion)

Expected Results

Only the applied code suggestion should be updated in the source branch

Actual Results

Intermittently if there are Unicode characters in the same source file, they also get updated with random characters

Workaround

The only workaround at the moment is to revert the changes related to Unicode character in the source file.
