      Summary

When trying to add another default reviewer to a repository, Bitbucket Cloud shows:

"By default, you can't create more than 50 default reviewers per repository."

even when UI shows fewer than 50 default reviewers.

For the example repo, there are around 50 default reviewer rows in total, but ~10 of those are for users who no longer have read access. These hidden rows are what cause the limit to be reached prematurely.

      Expected Result:

The customer should be able to add a new default reviewer as long as the effective number of reviewers is < 50.

The visible count in the UI/API should match the count used to enforce the limit.

      Impact

Customers are blocked from adding new default reviewers despite apparently being under the documented limit.
