Customers need a more restrictive repository permission in Bitbucket Cloud that allows external users to consume limited repository content while preventing them from accessing pull requests, cloning/downloading the repo, seeing other members, or inviting new users.

The current read permission intentionally grants broader capabilities, which does not meet stricter security/compliance requirements for some organizations.

Requested / Proposed Behavior
Introduce a new, more restrictive permission level (for example, “restricted read”, “view-only external”, or similar) that can be applied to specific users/groups and supports configuration such as:

1. No pull request access

• • User must not be able to see PRs for the repository (or optionally, must not be able to open PRs, comment, or approve).

1. No clone or download

• • User must not be able to clone the repository via Git or download a ZIP archive of the repo.
