As a workspace admin, I would like the ability to control the availability of the Bitbucket Packages feature at the workspace level. Specifically, I am requesting a toggle or setting that allows workspace admins to disable the Packages feature for all users within the workspace.

This would help organizations that do not wish to use Packages to prevent users from accessing or creating packages, ensuring better alignment with internal policies and reducing potential confusion.
