Issue Summary

User with the role of "App admin" and "User access admin" for a  Bitbucket App in Atlassian Administration are not seeing an option for User Management and Manage Users and Groups for workspaces on Centralized user management.

Steps to Reproduce

1. Provide "App Admin" and "User access admin" permission for a Bitbucket App to a user in Admin Hub

1. Verify the user is able to manage users and group in Admin Hub for that Bitbucket App in Admin Hub

1. However, the user can't manage the users from Bitbucket product. They are unable to see "User management" option in dropdown list when they click on Cog icon near their Avatar in Bitbucket

Expected Results

The user should be able to see "User management" option in dropdown list when they click on Cog and should be able to manage users when click on that option

Actual Results

The user can't manage the users from Bitbucket product. They are unable to see "User management" option in dropdown list when they click on Cog

Workaround

If it is allowed, provide "Org admin" access to the user for the Bitbucket App and then they should be able to see "User management" option in Bitbucket and able to manage the users
