      Problem Definition
      Using the UI, it is possible to create a PR with an attachment or to add an attachment to an existing PR.

      This is currently not possible when using the REST APIs.

      Suggested Solution
      Provide the following features via APIs:

      add attachments as part of the PR creation API
      add attachments to an existing PR
