Issue Summary

Runner autoscaler is throwing intermittent 500 errors while getting the list of runners using the below endpoint

 https://api.bitbucket.org/internal/workspaces/<workspaceUUID>/pipelines-config/runners?pagelen=300

Steps to Reproduce

1. Configure runner autoscaler as per https://support.atlassian.com/bitbucket-cloud/docs/autoscaler-for-runners-on-kubernetes/

Expected Results

The runner autoscaler successfully fetches the list of runners to evaluate the number of runners to scale up/down.

Actual Results

The endpoint in some cases, intermittently times out with 500 error.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
