When a PR is in pending merge state, and then Merge is clicked again, the two options are:

• Cancel merge
• Cancel 

Since both text have "Cancel" in the wording, this can be confusing to the user. My suggestion is to replace the second "Cancel" with just "Close" because that is what it is doing. It's closing the modal.
