Allow dynamic pipelines provider to work without a static bitbucket-pipelines.yml file

      Currently, dynamic pipelines provider(forge) expects there to be a static bitbucket-pipelines.yml file. It would be good to allow the provider to work even without a bitbucket-pipelines.yml file so the code can be injected directly from the forge app.
