Implement IP-Based Rate Limiting

      This request is for the implementation of IP-based rate limiting within our platform. Currently, rate limiting is applied based on user credentials or tokens, but there is no mechanism to enforce rate limits on a per-IP basis. Introducing IP-based rate limiting would provide several key advantages, including enhanced security, improved resource management, and better service reliability.
