Issue Summary

Customers under the CMT (Customer Migration Trial) Premium plan are seeing an error message, indicating that they have zero build minutes available.

Steps to Reproduce

1. Under a CMT plan, access a repository and go to "Pipelines" page.
2. Observe the message at the top of the page.

Expected Results

Customers under the CMT plan should have the same build minutes available as paying customers.

Actual Results

The page says that there are 0 build minutes available.

Workaround

This is just a UI message bug. Users can proceed with using pipelines normally.

Also, the message goes away after running the first pipeline build.
