Issue Summary

PR is allowed to be merged if required approvals are not met.

Steps to Reproduce

1. Configure merge checks for a branch - Minimum number of approvals and 
   Minimum number of approvals from default reviewers
    

1. Enable Premium merge condition - Prevent a merge with unresolved merge checks

Expected Results

Pull request is not allowed to be merged if the above merge check is not passed

Actual Results

Pull request is not allowed to be merged if the above merge check is not passed

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
