Add a toggle to inherit/not inherit project-level users/groups permissions in a repository

      Currently, users/groups permissions from project are by default applies to the repository under that project.
      It would be better to have a toggle inherit/not inherit project-level users/groups permissions in a repository, similar to the toggle in Branching model.
