Cache downloading option in UI

      Issue 

      Right now, Pipelines don't have option to download build caches from the UI. This makes it harder to check what's inside and to fix problems when a cache causes build issues.

      Suggestion:
      Add an option in the UI to show all caches with basic details and let users download them as a file. This would make it easier to review, debug, and solve cache-related problems quickly.
