email-notify pipe: Add compatibility for smtp.azurecomm.net (ACS) — tolerate NOOP 502 or allow skipping NOOP

      When using the official pipe atlassian/email-notify:0.13.2 against Azure Communication Services (ACS) SMTP relay (smtp.azurecomm.net), the email is accepted and queued successfully, but the pipe fails the step because the server returns 502 5.3.3 Command not implemented to a post-send NOOP. 

      Add a support POST_SEND_CHECK=noop or POST_SEND_CHECK=none
