Prevent env variables from being overwritten by self-hosted runner

      Hi team,

      I'm raising this on behalf of a customer whom is having their $PATH variable overwritten when they execute self-hosted runners (semi-related: BCLOUD-22851).

      They configure this as an environment variable in their nix file when building their docker image, but the self-hosted runner build container does not respect it and overwrites the variable. Atlassian cloud infra builds work fine with the exact same configuration.

      This is a common issue - so it would be great if our self-hosted runners respected the environment defined in Dockerfile/Nix/other environment configurations so that exporting the path manually as part of the build step is not necessary.
