CODEOWNERS support for Forked repositories

      Currently, CODEOWNERS feature does not support forked repositories. The feature will work normally if the PR's source and destination are present inside the forked repository, however, if the PR's source is the forked repository and the destination the upstream repo, CODEOWNERS will not work.
