Allow users to configure MAX_RUNNERS_COUNT on k8s runner-autoscaler

      Currently users can fork the autoscaler tool repository and implement any custom configurations.

      I would be great to have an option if tool allows users to configure "MAX_RUNNERS_COUNT" to increase the runner limit directly.
