We have had a customer raise a feature request as follows:

If someone wants to send an invitation and Atlassian's logic knows that it will not be sent, it might be nice to inform the sender that they'll need another way to invite the person. Alternatively, if email notifications are not to be sent, it'd be nice if the invitation came via another route, e.g. the Atlassian or Bitbucket in-app notifications.
