Disabling email notifications should not disable email for Disable IP Whitelisting request.

      Disabling all email notifications through 'Personal Bitbucket settings' will also prevent confirmation emails sent in the 'Disable IP Whitelist' workflow from being sent, which can lead to users or entire user sets being locked out of a workspace
