Context:
Currently, if you utilize Automatic merging and trigger 1 build, you then have the option to auto-merge when the build is complete. If however, additional builds are started after you select auto-merge, these secondary builds do not have a way to delay/impact the auto merge workflow.

Ask:
Cause the auto-merge to wait until all pending builds are successfully completed, regardless of whether they were started before or after the auto-merge option was selected.
