Remove the display of Draft Pull Requests as the default option from the Pull Requests list.

      Issue Summary

      With the release of Draft Pull Requests, the Pull Requests list shows both Open and Draft Pull Requests

      Steps to Reproduce

      1. View the list of Pull Requests in a repository by visiting the URL:  
        https://bitbucket.org/<workspace_name>/<repository_name>/pull-requests/
      1. Or, view the list of Pull Requests in a workspace by visiting the URL:  
        https://bitbucket.org/<workspace_name>/pull-requests/

      Expected Results

      Only the Open Pull Requests should be displayed

      Actual Results

      Both Open and Drafts Pull Requests are displayed

      Workaround

      Remove the Draft filer from the Pull Request filter dropbox

      We've updated pull request list pages so they remember your filter selections. So, if you prefer not to see drafts, just uncheck that selection once, and we'll remember it henceforth.
