Migrating Pipelines 1/2x steps to our new CI/CD runtime has made it so that 1x/2x steps can no longer use "atlassian-ip-ranges," which forces users to set it to 4x/8x in order to use it.

However, this consumes 4x/8x pipeline runtimes, making it less user-friendly.

Enable 1x/2x steps for the use of atlassian-ip-ranges.
