Issue Summary

Currently, comment authors are not migrated when issue tracker issues are migrated to Jira Cloud using the Jira export tool.

Steps to Reproduce

1. Using an existing issue tracker with users that are not in the Jira Cloud instance yet
2. Choose the repository and select Repository Settings
3. On the left navigation panel select Import & export, which is located under ISSUES
4. Click Start migration
5. Follow the prompts to migrate your issues

Expected Results

Comment authors will be kept or migrated correctly into the Jira Cloud instance

Actual Results

Comment authors are not kept or migrated correctly into the Jira Cloud instance

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
